Saundra Mastro Jack is the current WMATC member from the State of Virginia. Commissioner Jack was appointed to WMATC effective August 25, 2026, by Governor Abigail Spanberger.

Jack is also the Commissioner of the Virginia Department of Motor Vehicles (DMV), appointed by Governor Spanberger in 2026.  Commissioner Jack has more than 20 years of leadership experience in state government, legal affairs, data privacy, compliance, and operations.  Throughout her career, she has focused on improving government operations, strengthening compliance frameworks, and improving customer service delivery.

As the Virginia DMV Commissioner, Jack leads one of Virginia’s largest citizen-facing agencies, overseeing statewide operations related to driver licensing, vehicle registration, transportation safety, records management, and secure data administration.

Commissioner Jack previously served as Director of Policy, Planning and Compliance for the Virginia Retirement System, where she was a member of the agency’s Executive Committee and oversaw legal support, contracts management, legislative affairs, and appeals administration.  She also previously served as Assistant Commissioner for Data Management at the Virginia DMV, leading enterprise-wide data governance, privacy, analytics, and compliance initiatives while managing approximately 100 employees.

Earlier in her career, Commissioner Jack spent nearly a decade with the Supreme Court of Virginia as Staff Attorney and Counsel and Administrative Director to Chief Justice Leroy Rountree Hassell, Sr.  In these roles, she advised on appellate matters, judicial administration, privacy initiatives, and statewide court policy issues.  She began her legal career in private practice focusing on litigation, insurance defense, and appellate advocacy.

Commissioner Jack earned her Juris Doctor from William & Mary Law School and her Bachelor of Arts with Distinction in Government from University of Virginia.  A Certified Information Privacy Professional (CIPP-US), she is a member of the Virginia State Bar and the International Association of Privacy Professionals, and a graduate of both the Commonwealth Management Institute and the Virginia Executive Institute.
